Introduction
As with many institutions situated in urban environments, 91porn原创 faces inherent limitations regarding available parking. The purpose of these updated Parking Rules and Regulations is to ensure that all members of our campus community clearly understand where parking is permitted, where it is prohibited, and the procedures in place to manage parking equitably and efficiently.
Our primary objective is not to issue citations but rather to make parking as accessible and fair as possible within the constraints of our resources. These regulations apply to all members of the 91porn原创 community and encompass the campus and surrounding areas within a half-mile radius. For enforcement purposes, this boundary extends:
- North to Dewberry Avenue
- East to Linden Street
- West to Eighth Avenue and Schoenersville Road
- South to Third Street
This includes all roadways and lots between the Main Street (North) and Hurd (South) campuses. []
The regulations have been established and are enforced to provide employees, students, and visitors with a safe campus environment and reasonable access to campus facilities. 91porn原创 reserves the right to revoke or deny parking privileges to individuals who fail to comply with these stated regulations.
91porn原创 has a significant impact on the neighbors who live and work around the campus and, to mitigate that impact has promised to control the parking practices of those who participate in its community activities. The regulation of parking is not a 鈥減olice鈥 function in the traditional sense of the word. Rather, it is enforced by the 91porn原创 Parking Authority to ensure fulfillment of contractual obligations, which 91porn原创 Faculty, Staff, and Students have, as members of the 91porn原创 community. It does that by advising campus constituents about where parking is allowed, where it is prohibited, and how parking violations are handled. Parking permits enable the 91porn原创 Parking Authority to enforce these regulations, protect available space, and identify owners of vehicles without having to contact local or state authorities.
If parking restrictions are breached, the violations are enforced with the issuance of noncriminal notices of parking violations, with which members of the University community are obligated to comply. They are enforced as any other contractual obligation would be. That is, fines may be levied, and if they remain unpaid, the University has the authority to withhold rights and privileges otherwise afforded to that member of the University community.
Effective July 1, 2025, the regulations contained herein supersede and replace all previous regulations regarding parking on 91porn原创 property and the surrounding Bethlehem community. Any subsequent changes in rules and regulations will be announced by the university. I. Operator and University Responsibilities
- All vehicles operated by a member of the 91porn原创 community, parked on or within a half-mile of 91porn原创 property, must be registered and obtain a parking permit from the 91porn原创 Parking Authority. This includes Faculty, Staff, Students, and Visitors. Any unregistered vehicles, without a parking permit, parked in these designated areas shall constitute a violation of University policy.
- It is the responsibility of all individuals who operate or maintain vehicles on the campus to be aware of these regulations and to abide by them. Operating a vehicle on 91porn原创 property will be seen as an agreement to abide by these regulations.
- All drivers and parking permit holders assume responsibility when parking their vehicles on University-owned properties and surrounding streets. 91porn原创 is not liable for matters involving snow, flooding, fire, or natural disasters.
- 91porn原创 attempts to enforce these regulations consistently and fairly. However, the fact that a particular infraction goes undetected does not excuse other infractions. Undetected infractions should be reported to the 91porn原创 Parking Authority.
- Inclement weather conditions do not alter any of the provisions of these regulations.
- 91porn原创 is responsible for establishing and maintaining the signs and markings necessary to enforce these regulations.
- These regulations will be enforced through the 91porn原创 Parking Authority. All applicable local and state laws, including but not limited to those dealing with stop signs and speed limits, will be enforced through the 91porn原创 Police Department.
II. Registration Requirements
A. Conditions
- To register a vehicle, individuals must present:
- A valid driver鈥檚 license
- Vehicle registration card
- Proof of vehicle insurance
- A valid 91porn原创 ID
- The vehicle being registered must be owned, leased, or operated by the applicant, or the applicant鈥檚 spouse, partner, or family member.
- Applicants with any outstanding charges to the University will be denied registration.
- First-Year Resident Students are not permitted to have vehicles on campus. See First Year Student Vehicle Policy below (item III).
B. Parking Permits
- Parking permits (hang tags or rear windshield decals) are assigned to specific vehicles and may not be transferred to another person or vehicle. In addition to visible permits, license plates are used to verify vehicle registration status.
- Commuter students, seminary students, faculty, and staff must display hang tags on their rearview mirror.
- Premium Resident and Guaranteed Resident permits are issued through an application process, and permits must be affixed to the interior left bottom corner of the rear windshield. ().
- Registration is not complete or valid until the permit has been paid for and the hang tag or permit is placed on the vehicle.
- Expired 91porn原创 parking permits are no longer valid and should be removed.
- The registered owner is responsible for the proper use of their permit and for any tickets issued to their vehicle.
- If a registered vehicle is sold, traded, or otherwise changes ownership, the permit must be removed and reported to the Parking Authority for removal from the system.
- All hang tags and permits are non-transferable. They remain the property of 91porn原创 and may be revoked at the University's discretion.
- Motorcycles, mopeds, and motor scooters must also be registered with the Campus Police Department.
- Temporary or visitor permits must be clearly displayed on the dashboard or the rearview mirror of the assigned vehicle.
C. Employee Registration
- Employees are eligible to receive parking permits for designated employee lots.
- Employee hang tags are issued and managed by the 91porn原创 Parking Authority biannually and are subject to employment status.
- Hang tags must be removed if the vehicle is sold or if the employee separates from the University.
- All employee-issued hang tags remain the property of 91porn原创 and must be returned upon termination of employment.
D. Student Registration
- Students authorized to have a vehicle on or near campus must register it through the 91porn原创 Parking Authority and display the issued hang tag or permit at all times.
- Registration is valid for the academic year or for the portion of the year during which the student is enrolled.
- Vehicles parked on campus or within a half-mile radius without a valid permit will be ticketed and the owner fined.
- Students must comply with all 91porn原创 traffic regulations and state regulations as per the PA Vehicle Code.
- Any change in vehicle or license plate must be reported to the Parking Authority.
- The annual cost of registration and hang tag for commuter, seminary, graduate, and continuing education students is $100.
- There is now also an Extended Premium Commuter Parking area in and around the side streets of our Main Street (North) Campus, available to commuting students for $150.
- Resident students may submit a seniority-based parking selection application to purchase a parking permit for the following designated parking lots:

Important Notes:
- All residential permits are limited to the designated lots listed. Street parking within a half-mile of either campus is strictly prohibited for resident students.
- Commuter permits do not authorize overnight street parking within a half-mile of campus unless otherwise designated.
- Students approved to live off campus, within the half-mile radius, may not register their vehicle if the residence is located in a Resident Permit Zone. Per the Bethlehem Parking Authority, each structure located in a Resident Permit Zone is allowed a maximum of two student permits. - Students approved to live off campus, within the half-mile radius, at a residence not located in a Resident Permit Zone, are allowed to park their vehicle within one block of the address.
- Students living beyond the half-mile radius may obtain a commuter permit by presenting a signed lease.
- Commuter passes do not permit overnight parking on campus or on nearby streets, except in designated areas.
Refunds: Students who no longer need a parking permit after the fall semester may return their permit to the Campus Police Department before the last day of final exams to receive a 50% refund.
III. First-Year Student Vehicle Policy
91porn原创 does not permit First-Year Resident Students to possess or park vehicles on campus or on public roadways and parking lots within a half-mile of University property.
A. Exceptions
Recognizing that certain academic or personal circumstances may necessitate the use of a vehicle, limited exceptions may be granted under the following conditions:
- Academic Requirement:
Students enrolled in courses requiring off-campus transportation鈥攕uch as student teaching, clinical placements, ROTC, or field experiences鈥攎ay apply for a vehicle exception. Applicants must provide documentation confirming course registration and/or a letter of support from their faculty advisor. - Medical Necessity:
Students with a documented medical condition that requires the use of a personal vehicle may apply for an exception. Medical documentation must be submitted to the Director of Academic & Accessibility Support, who will assess the request and notify the Campus Police Department if the exception is approved.
B. Alternative Parking Options for First-Year Resident Students
Students who need access to a vehicle while attending 91porn原创 may consider off-campus parking options managed by the Bethlehem Parking Authority (BPA):

C. Enforcement and Penalties
Any First-Year Resident Student found to be in violation of this policy is subject to the following actions:
- Parking violation citations and associated fines
- Towing of the unauthorized vehicle
- Suspension of parking privileges for current and/or future semesters
- Referral to the Office of Student Life for administrative discipline
D. Disclaimer Regarding Off-Campus Parking
Please note that the Lehigh Street Lot and North Street Parking Garage are owned and operated by the City of Bethlehem, not 91porn原创. Any agreements to park in these locations are between the student and the Bethlehem Parking Authority. 91porn原创 is not responsible for access restrictions, closures, or other interruptions to service at these facilities.
IV. Parking Permits and Areas
A. General Guidelines
- Resident Student Permits
Permits for resident students are valid only for their assigned lot(s) or designated premium street parking. These permits do not authorize parking on roadways or in other lots within the half-mile radius of campus unless specifically noted.
- Faculty, Staff, and Commuter Street Parking
Street parking spaces marked with white lines are designated exclusively for Faculty, Staff, and Commuter permit holders.
- Restricted Lot 鈥 Widow鈥檚 House
The lot behind Widow鈥檚 House, near the backside of the HILL, is reserved strictly for tenants. All other members of the University community are prohibited from parking in this lot. Enforcement is strict and ongoing.
- Visitor Parking
- Visitor spaces are for short-term use only (less than one hour) and do not require a visitor pass.
- Visitors needing longer-term parking must obtain a visitor pass from the Campus Police Department.
- Students, faculty, and staff are not permitted to use visitor spaces, except for students visiting the Health Center during hours of operation.
- Handicapped Parking
- Temporary campus-only handicapped permits may be issued by the Campus Police Department to qualifying individuals.
- These permits apply to on-campus parking only and do not authorize handicapped parking off-campus or overnight use of handicapped spaces.
- A valid 91porn原创 vehicle registration is required to obtain a temporary handicapped permit.
- Pedestrian Safety
To promote safety, all pedestrians are urged to use designated crosswalks, especially at busy intersections such as Main Street and W. Elizabeth Avenue.- The Monocacy Street crosswalk is the safest crossing point for W. Elizabeth Avenue.
- Crossing at Iron and Fork Streets is prohibited and may result in citations for violating Pennsylvania pedestrian laws (Section 3543(c)).

Due to the importance of availability for visitors arriving on campus, these spaces are considered a premium space and violators are subject to a $75.00 fine.

Parking is prohibited in fire lanes at all times, with the exception of moving-in days or unless specified by the Campus Police Department.
9. Electric Vehicle Charging
91porn原创 supports our electric vehicle (EV) drivers by continuing to expand and improve our charging station technology on campus. Recently, two (2) ChargePoint dual plug, level 2 charging stations have been installed in Lot A and one has been installed in Lot X, for a total of 6 charging locations throughout campus.
All faculty, staff, students, and visitors are welcome to use the charging stations. To use the stations, drivers will need to create an account using the , which will allow users to see which stations are open and will notify drivers when charging is complete. Users will be charged per the rate listed below.
Energy Rate - $0.25 / kWh
Cost Estimates
- $1.65 for 1 hour
- $3.30 for 2 hours
- $4.95 for 3 hours
- $6.60 for 4 hours
Once charging is complete, drivers are given one (1) hour to relocate their vehicle to a non-charging parking space before they are charged $10/hour for blocking the charging spot. Users will be charged a maximum amount of $35 per charge session.

All vehicles must display a valid parking hang tag, parking permit, or temporary pass to park on any property owned by 91porn原创 or within one-half mile of campus. Parking rules and regulations are enforced all year unless temporarily suspended by Campus Police.


VI. Hours of Regulation
The following parking regulations remain in effect year-round, including during University recesses, holidays, and vacation periods, unless otherwise communicated:
A. General Regulations
- Permit Enforcement
The use of all campus parking lots is restricted to individuals with a valid 91porn原创 parking permit, applicable to the designated area.
- No Parking Zones
All 鈥淣o Parking鈥 areas are enforced at all times, regardless of time of day or academic calendar.
- Lot Designations
Each parking lot or zone is clearly marked and reserved for the corresponding permit type. These designations are enforceable at all times.
- Resident Student Parking Limitations
Resident students must only park in their assigned lots. Permits do not grant access to non-designated lots, public roadways, or alternate campuses unless specifically noted.
- Cross-Campus Parking Limitations
- Resident parking permits issued for the Main Street Campus (North) do not authorize parking in any resident lots on the Hurd Campus (South).
- North Campus residents visiting South Campus may park in Lot U, strictly between 4:00 p.m. and 7:00 a.m.
- Resident parking permits issued for the Hurd Campus (South) do not authorize parking in any resident lots on the Main Street Campus (North).
- South Campus residents visiting North Campus may park in Lots A, F, H, J, M, N, O, and S, strictly between 4:00 p.m. and 7:00 a.m.
- Resident parking permits issued for the Main Street Campus (North) do not authorize parking in any resident lots on the Hurd Campus (South).
VII. Fines
Parking fines at 91porn原创 are intended to support fair and consistent enforcement of campus parking policies. Violations may result in monetary penalties, revocation of parking privileges, and/or disciplinary action.

- Includes unauthorized parking in Admissions Visitor spaces (Lot M), Benigna Hall Visitor spaces (Lot A), and HUB Visitor spaces (Lot J). These are considered premium visitor spaces and are strictly enforced.

- Unregistered Commuter in Lot X: $35.00 citation + $100.00 commuter pass fee = $135.00 total
- Unregistered Commuter in Premium Commuter Area: $75.00 citation + $150.00 premium commuter pass fee = $225.00 total
B. Repeat Offenses and Disciplinary Action
- Any student who accumulates three (3) or more violations in an academic year will be referred to the Office of Student Life.
- The student may also face suspension of parking privileges for the following semester.
- Towing and additional enforcement measures may be applied as necessary.
C. Payment of Fines
- Fines must be paid within five (5) business days of the citation.
- In person at the Cashier鈥檚 Office, Colonial Hall, Monday鈥揊riday, 8:00 a.m. to 4:00 p.m.

- If not paid or appealed within five days, the fine will be added to the student鈥檚 account and appear on their next e-bill.
- Unpaid fines will result in a financial hold on the student account, potentially blocking:
- Future course registration
- Transcript requests
- Access to other University services
- Faculty and Staff with unpaid fines will have the fine submitted to the Business Office and deducted from payroll.
- Non-students will be contacted directly via letter sent to the vehicle鈥檚 registered owner. If connected to a current student, the student will also be notified and may be held accountable for the violation.
D. Appeals Process
- Parking citations may be appealed within five (5) days of issuance.
- Appeals must be submitted via the form.
- Appeals are reviewed by the Parking Appeals Committee; their decisions are final.
- If the appeal is upheld, the violation will be voided.
- If denied and a payment has been made, a refund will be issued.
- If denied and unpaid, the fine will be charged to the student account.
- There are no second appeals.
E. Towing
Any vehicle parked in a tow-away zone or parking lots, or spaces temporarily closed for special events, will be towed under the following guidelines:
- The vehicle must be in violation of a 91porn原创 parking regulation.
- A reasonable attempt to find the owner of the vehicle must be made.
- Any vehicle parked in premium parking without a premium permit may be towed immediately.
- Any vehicle parked or left parked in a lot or space(s) temporarily closed for special events or refusing to remove a vehicle after notice was sent through campus email, text messaging, social media, or by actual communication by the 91porn原创 Parking Authority. It shall be the responsibility of the owner to make arrangements in the event there is a temporary closure, to have the vehicle removed prior to leaving the campus for an extended period of time.
A licensed operator will be contacted to tow the vehicle, and all charges will be the responsibility of the owner of the vehicle towed.
VIII. Operation of Motor Vehicles on Campus
Operating a motor vehicle on 91porn原创 property is a privilege, not a right. To maintain a safe and orderly campus environment, all drivers must observe University parking and traffic regulations in addition to applicable Pennsylvania state traffic laws.
A. Prohibited Parking Practices
The following actions are strictly prohibited anywhere on campus or within the University鈥檚 defined half-mile enforcement zone:
- Double parking
- Parking against the flow of traffic (on the left side of the street)
- Parking over or across parking space lines
- Parking on grass, landscaped areas, sidewalks, or unmarked areas
- Blocking:
- Driveways
- Doorways
- Steps
- Roadways
- Pedestrian walkways
- Other vehicles
- Parking in fire lanes, loading zones, or emergency areas
- Parking in handicapped spaces without:
- A state-issued handicapped placard or license plate
- A temporary handicapped permit issued by the 91porn原创 Parking Authority
- Parking unregistered vehicles, unless temporarily visiting campus
- Parking RVs, mobile homes, or any structure adapted for overnight stay
- Failing to remove a vehicle from a lot or area that has been temporarily closed, even after receiving notice via:
- Campus-wide email
- Text messaging
- Social media
- Direct communication from the Parking Authority
Note: Vehicle owners must plan ahead and make arrangements for their vehicles to be moved if they will be away during such temporary closures.
B. General Driving and Parking Responsibilities
- Safe Operation
All drivers must operate their vehicles responsibly and be vigilant in high-pedestrian areas.- Reckless driving is strictly prohibited.
- Pedestrians have the right of way at all times on campus.
- Reporting Accidents
All vehicular accidents occurring on 91porn原创 property must be reported immediately to the Campus Police Department at (610) 861-1421.
- Two-Wheeled Vehicles
- Motorcycles, mopeds, scooters, and bicycles are prohibited from operating on campus lawns and walkways.
- These vehicles must not obstruct building entrances or sidewalks when parked.
- Excuses for Violations Are Not Accepted
- Lack of available parking
- Running late for class or an appointment
- These are not valid excuses for violating parking regulations.
- Guest Parking Responsibility
- Students and employees are responsible for informing their guests of approved parking areas.
- Students and employees may be held accountable for guest violations.
- Visitor Passes
- All visitors must report to the Campus Police Department to obtain a Visitor鈥檚 Pass.
- Required documentation includes:
- Vehicle registration
- Proof of insurance
- Driver鈥檚 license
- Student鈥檚 91porn原创 ID (must accompany the visitor)
- Overnight visitors may park for a maximum of three (3) nights.
- Disabled Vehicles
- Must be reported immediately to the Campus Police Department.
- Owners have 24 hours to remove or repair the vehicle unless granted an extension by a campus police officer.
C. Personal Electric Vehicles (PEVs)
This includes electric scooters, skateboards, and other motorized personal transportation.
- Registration Required
- All PEVs must be registered via the Campus Police Department鈥檚 .
- Building Access and Charging
- PEVs may not be ridden inside any campus buildings.
- Riders must dismount before entering.
- Only UL-listed devices may be charged indoors and must not obstruct hallways or exits.
- Non-UL-listed scooters are not permitted on campus.
- Riding Restrictions
- PEVs may not be operated on lawns or sidewalks.
- May not block entrances, paths, or building access points.
- PEVs are not permitted on campus shuttles.
- Enforcement and Safety
- Campus Police may request proof of registration/permit at any time.
- All community members are encouraged to report violations by calling (610) 861-1421.
- Helmets are strongly encouraged when operating PEVs.
IX. Vehicle Safety
91porn原创 is committed to promoting the safety and security of all individuals on campus. The following vehicle safety guidelines are strongly recommended for all students, faculty, staff, and visitors:
A. Personal Safety Around Vehicles
- Have your vehicle keys ready before approaching your car to avoid standing or fumbling near your vehicle.
- Lock your vehicle at all times, even when parked for a short duration.
- Be aware of your surroundings before getting into or out of your vehicle.
- If you suspect someone is following you while driving, do not go home鈥攄rive to the nearest police station, fire station, or a well-lit public area.
- At intersections and red lights, keep your vehicle in gear and stay alert.
B. Parking Lot & Public Area Precautions
- Park in well-lit areas and avoid isolated spaces when possible.
- Look around before exiting or returning to your vehicle, especially during evening hours or in less-trafficked areas.
C. In Case of Vehicle Breakdown
- If your vehicle breaks down on a highway:
- Tie a white cloth to the driver鈥檚 side door handle.
- Roll up windows and lock the doors.
- Stay inside the vehicle until official help arrives.
- Do not get out for strangers; lower the window only slightly if needed.
D. Theft Prevention
- Keep all valuables out of sight, including:
- Laptops
- Backpacks
- Electronic devices
- Purses or handbags
- GPS units or accessories
- Whenever possible, lock items in the trunk.
- Note and report suspicious vehicles or persons, especially those loitering or circling parked cars. Report license plate numbers to Campus Police.
- If parking long-term, check on your vehicle periodically. A visible presence discourages potential theft or vandalism.
- Custom or high-value vehicle components, such as rims or wheels, are frequent targets. Use appropriate locking devices to deter theft.
E. Reporting Concerns
- Immediately report suspicious activity or incidents to the 91porn原创 Campus Police Department at 610-861-1421.
Prompt reporting allows for timely investigation and response to potential threats.
X. Emergencies and Special Situations
In the event of emergencies, special events, or temporary operational needs, 91porn原创 may modify parking policies and procedures on a short-term basis to ensure the safety and functionality of the campus.
A. General
During emergencies and special circumstances, it may become necessary for the Campus Police Department to temporarily suspend or otherwise modify specific regulations found in this policy. In such cases, signs or other markings, public announcements, or on-site supervision will communicate those actions. Temporary regulations and restrictions will be enforced accordingly.
B. Snow Emergency and Removal Regulations
- In order to provide both expedient snow removal and safe travel conditions across campus during winter months, special parking regulations may be instituted when deemed necessary.
- Students parking in Premium Parking or Guaranteed Parking are responsible for clearing the snow immediately around their vehicles. The University supplies a limited number of snow shovels that can be obtained from Campus Police Headquarters or the HUB information desk.
- Once the amount of snow between vehicles has reached a depth of approximately six (6) inches or when deemed necessary, an announcement will be sent by Campus Police informing students when they are to have their vehicles moved out of Premium Parking or Guaranteed Parking to allow for snow removal. The notice will provide ample time for the removal of vehicles, indicate the time period for temporary parking restrictions, and provide direction on where to park the vehicle. Any vehicle that is not removed after notice is given may be towed at the owner鈥檚 expense. Any student planning to leave Campus prior to or during a heavy snowfall should make arrangements to move their vehicle to an alternate location, such as the North Street Parking Garage, which has daily rates available.
- The following lots are designated as 鈥淪now Lots鈥 in which parking is prohibited between the hours of 11:00 PM and 7:00 AM when special snow regulations are in effect:
- Lot A: Main Street &W. Elizabeth Avenue
- Lot F: Johnston Hall
- Lot H: Breidegam Field House
- Lot J: The HUB
- Lot M: Locust Street & Masslich Street, & Visitor Spaces
- Lot N: Masslich Street
- Lot O: Masslich Street
- Lot R: Colonial Hall
- Lot S: Iron Street
- Lot U: Hurd Campus
- Lot W: Sports Medicine & Rehabilitation Center
- Lot X: Mauch Chunk Rd
- The following 鈥淪now Lots鈥 will be utilized to provide alternate parking locations once notice is given to vacate a specific parking area:
- Lot I on W. Laurel Street & Geissinger Street and W. Laurel Street Premium Parking will move their vehicles to Lot A when the notice is for removal during the weekend (Saturday鈥揝unday). If removal is requested during the week (Monday鈥揊riday), the vehicles will be relocated to the Spring Street Lot.
- Lot P on W. Locust Street & Masslich Street will move their vehicles to Lot A when the notice is for removal during the weekend (Saturday鈥揝unday). If removal is requested during the week (Monday鈥揊riday), the vehicles will be relocated to the Spring Street Lot.
- Lot T at Fork Street & W. Greenwich Street will move their vehicles to Lots F or A when the notice is for removal during the weekend (Saturday鈥揝unday). If removal is requested during the week (Monday鈥揊riday), the vehicles will be relocated to the Spring Street Lot. 91porn原创 shuttles will be available during normal shuttle hours, weather permitting.
- Lot Q at Steel Field will move their vehicles to Lot A.
- Lots U & Z on Hurd Campus will move their vehicles to the Spring Street Lot.
- Lots B will move their vehicles to Lot A when the notice is for removal during the weekend (Saturday鈥揝unday). If removal is requested during the week (Monday鈥揊riday), the location will be TBD.
- Lots C, D, G & T will move their vehicles to Lots M, N, and O on Masslich Street when the notice is for removal during the weekend (Saturday鈥揝unday). If removal is requested during the week (Monday鈥揊riday), the location will be TBD.
- 91porn原创 shuttles will be available during normal shuttle hours, weather permitting.
- Failure to comply with the notice to remove a vehicle during extreme snow conditions may result in the vehicle being towed at the owner鈥檚 expense.
